Definitely he can apply. You will have to give the certificate showing his place of birth in Kerala. If that is not there, you can give some certificate of father/mother showing place of birth in Kerala with a certificate showing the relation between the child and the parent whose certificate is given.

Seats are reserved for some courses for ex-servicemen /dependents. See special reservation section in prospectus.Clause 5.2.1
For general category candidate, non creamy layer certificate is not needed.
Hi, I have successfully registered for NEET exam. But I forgot to staple some necessary documents. Also the photo I used for the registration was from last year. Will that make any issue further. Please let me know at the earliest

For NEET you are not required to send any documents to anyone. So question of stapling does not arise. Photo may not be a problem unless date of taking it is there on it. .
