In the second round you can register afresh and pay fees. This is a change from this year on wards.

For BAMS there is no AIQ. Its a genuine question.

There is no All India Quota scheme for BAMS. However, one can apply for BAMS courses directly to some institutions like BHU, Varanasi. You can check at the IMS link of www.bhu.ac.in.
Admission chances cannot be predicted as it depends on the NEET rank of those applying
