My rank is 13335. I opted for IT in MES Kuttipuram though I could get EE,ME in same college as well as CS in some other colleges which are considered low to MES. Have I chosen the right option? Is IT low level course? Will there be be a third allotment? If there is third allotment, whether we could give options to self financing colleges?

Concentrate on the course you have been allotted. IT branch is as good as any other branch if you can fare well in it. Do not get disturbed by the comments of others. If there is a third allotment, you will get a chance to rearrange/delete the higher options. No facility will be there to add options unless new options that were not there earlier are included in the process.

The excess amount will be returned by way of DD in the name of the candidate, and will be sent in the comunication address given in the application from. If there is a change in address, it may be intimated to the office of the CEE. The amount will be returned after the closing of admissions for the year. So you are likely to receive it only after October 2007. You need not give any request for this.
