If you are eligible to apply for an examination as per the conditions in the prospectus, there in no restriction to write the exam even if you are doing a course. If you wish to join a course based on the results of the examination, the conditions applicable for getting relieved from the course you are doing will have to be met.

There is no provision for transfer from one college to another under All Indai Quota as per the Prospectus. See clause 8 of the Prospectus of AIPMT 2008. Note (e) reads as follows: There is no provision for change of College/transfer from one Medical College to another or one State to another after completion of 2nd round of counselling. Directorate General of Health Services will not entertain such type of transfer/change request/court cases after completion of 2nd round of counselling.

Question is not clear. The chance for allotment to a Government seat in second allotment cannot be predicted now. Wait and see. If you get, the fee paid will be adjusted.
