why there is a huge diff in the first allotment of 2007 and 2008

The fee structure in the first allotment of 2007 and that of 2008 are entirely different. This can be the major reason for the difference. The preferences of candidates in the rank list of 2007 and 2008 can also be a reason to some extent.

The clause relating to fee concession at CUSAT is as follows:
Fee concessions: Candidates seeking fee concession under KPCR has to remit the full fees at the time of counselling. The fees so collected will be refunded to the candidates to the extent reimbursed by the government, as and when necessary grants are received. SC/ST candidates belonging to the state of Kerala shall pay fee items not reimbursable by the Government of Kerala. They have to pay the caution deposit amount also which is refundable after completion of the course. OEC Candidates are eligible for fee concession as applicable to SC/ST Candidates.
