If you are refering to the Central Scholarship newly started, it is for students who are in the first year degree course (including professional courses) who passed Plus 2 in 2008. The last date for applying for those who passed state Higher Secondary from Kerala, is 15.1.2009. The number of scholarships for Kerala Higher Secondary is not yet announced. But the total number of scholarships to be given in the country is 82000 for all streams together.

Part-time registration for Ph.D is generally given to employed persons only. You have to write the Ph.D entrance examination if there is one conducted by the University where you propose to join for Ph.D and then find a Guide who agrees to Guide you for Ph.D, register with the University as per their rules.
