Usually all colleges have a standard format for applying for a Transfer Certificate. You may have to get 'No dues' certificate from all the Departments of the College you were associated with, during your course, then the Library, Accounts section in the office etc. This may take some time depending on the availability of the persons who are to give this certificate. Once this is obtained and submitted to the office, it would be only a matter of one or two days to get the TC provided everything is clear.

If you have a friend in the place who can do the things for you, your request along with the authorisation letter may be sufficient. Try that way. Also talk to the Head of the Institution if possible.

What is the purpose of your higher studies? For promotion ? Then specify the nature of your job. The present job of Accountant does not require an MBA, especially Finance. It has comparatively good demand in job market. After Higher Studies what job is in your mind ? Dip in Accounting in inferiror to MBA Finance.

which is more better?
a B TECH+MBA or a BBA(or other management programmes)+MBA
(when we considering the job opportunities and salary)

B Tech+ MBA is good while considering the salary angle.. BBA is of no benefit. Because it is neither a qualification for any job nor a pre-requisite for admission to MBA.

It may vary from Institute to Institute. The first semester may have a higher fee compared to that of other semesters. Anyway it may be in the range 60000 -80000 for the first and a bit lower for the subsequent ones. You identify the Institute to know the exact fee structure.
