If vacancy exists after the last day of joining in college as per the schedule of first allotment, defenitely there will be another allotment.

Admission cancellations are generally permitted after each allotment and till closing of admissions. Only if you cancel admissions after the date of closing of admission, you have to pay liquidated damages.

This cannot be predicted. See the trial allotment results on 12th July to have some idea of admission pattern for the current year. 

Mechanical Engg include research, development, design, manufacture, and testing of tools, engines, machines, and other mechanical devices including internal combustion engines, steam and gas turbines, thermal power plant machinery, refrigeration and air-conditioning equipment, machine tools, material handling systems, elevators and escalators, industrial production equipment, and robots used in manufacturing

Industrial engineering is concerned with efficient production. The industrial engineer designs methods, not machinery, for improving productivity. Jobs include plant layout, selection of equipment, evolving standards, organisation of assembly lines, analysis and planning of workers’ tasks, suggesting improved methods of operation, quality control and management, economical handling of raw materials, their flow through the production process, and the efficient control of inventory. They function as a dynamic link between management and operation in industries.

You cannot make any inferences about allotment s this year based on trial allotment of last year. There is no data related to that available now.
