The excess amount will be refunded to you after completion of this year's admission process. It may be by Nov-Dec. Facility for cancellation of higher options for third allotment was already over. If you get another college in the third allotment you will have to go. After third allotment, chance will be given for cancellation of furthue higher options. If you get the same college in third allotment also there is no problem.

Hostel facilty will be available as per the vacancies. At the time of admission ask the principal about it and get a clarification. Anyway you are lucky to get admission at CET. If you don't get hostel for the first year , don't be upset. Seek alternate arrangements for the timebeing. Study well. Continue the relationship with the portal . Normally, the old conduct certificate will do. Produce it at the time of admission. If the authorities stick to a new conduct certificate, approach a gazatted officer and ask for a conduct certificate by introducing yourself by somebody. You can even approach the principal of your school and get one.

Since SCT is a govt controlled self financing engg college, it does not come under the agreement which has a  clause that after 14th August the students cannot discontinue. If he/she wants to discontinue the studies, he/she will have to pay the entire fee of four years to get the TC. In your case that problem does not arise.

P A Aziz College of Engineering & Technology is a private self financing engg college. In the case of those institutions some additional fees are natural. But the type of fees you mentioned is not heared of anywhere.
