The names of those deemed universities which face action are given in this portal. Click on this link to see it. http://www.mb4education.com/php/news_events_details.php?nid=15286&slinkid=3 These 44 universities are supposed to be in the "C" list. Go through the list .

The CBSE will only give grades in the certificates for Class X. But there is a way for knowing marks which is given below in the answer given by the CBSE.

Generally certain entrance exams requires marks. However, "entrance examination eligibility criterion generally requires marks obtained in class-XII Board examination. However, if any such situation arises, the actual marks obtained in Class-X examination can also be obtained form the Board through a separate request forwarded through the Principal of the School. In years to come, the eligibility criteria may also get modified in terms of grades."

You may try in any of the fisheries related post-graduate courses like MSc Industrial Fisheries, MSc Aquaculture or MSc Biochemistry, Biophysics, Biotechnology etc. You may further enquire if there are more courses also.

It is doubtful if any such loan scheme with 0% interest is available. The central govt has announced a scheme of interest subsidy for the morotorium period for educational loans of those who are economically weak . Details can be had from this link
