what is a creamy layer certificate?what is it used for?can that certificate be used in place of income, nativity & community certificate?

SEBC means Socially and Educationally Backward Communities. Creamy layer is the border point of income. Creamy layer people are called rich people and those who are non creamy layer are supposed to be poor. For fixation of creamy layer limit the income ceiling is Rs. 4.5 Lakhs. For proving nativity and community the creamy layer certificate is not sufficient. You will have to gather them separately.
