The details of the Civil Services Examination can be understood from the Notification of the examination for 2019 which is available at https://upsc.gov.in/examinations/Civil%20Services%20%28Preliminary%29%20Examination%2C%202019
This notification gives the details of the structure of the examination, syllabus of all the papers of the examination etc. From the syllabus it can be seen that the papers are mostly of the general nature, The preliminary examination is objective type and the Main examination is descriptive type. General studies gets great importance in both these examinations - Science Geography, history, economics, Political Science, environment, ethics all at the plus 2 level mostly. For final you have two papers on a subject to be chosen by you. this subject need not be the one you have studied for the degree course. English language proficiency has great importance in civil service examination. A systematic study after the Plus 2 stage can take you to a good level to appear for the examination with much confidence.

It is not possible to apply for a transfer from self financing college to govt/ aided college. But you can apply for transfer to another self financing college when university invites applications for that..

With BSc in Chemistry it is not possible to take up MA in Fine Arts. For that you need to have Bachelor of Fine Arts Degree. If you are very much keen on that, based on Plus 2 qualification, you can joij the BFA course and proceed. There are colleges in Kerala offering the course- at Colleges of Fine Arts.
