Last year, the last allotment for MBBS in All India quota was to rank 12618. This year, it may drop since there are more seats coming to MCC allotment due to inclusion of AIIMS and JIPMER. So there seems to be a chance..

You have to register options when Commissioner for entrance examinations invites options for MBBS admission. This will happen only after the rank list for admission is prepared by CEE based on NEET 2020 score. For being considered against the seats you have mentioned, necessary documents as specified by CEE will have to be submitted

The conditions related to payment of liquidated damages after cancelling admission is given in Clause 12.2.4 of the KEAM 2020 Prospectus that is available at www.cee.kerala.gov.in

you should join the allotted college based on the second allotment and then confirm and take part in third allotment. If you get a re-allotment you can join the re-allotted college after round 3. If not you can continue on your second allotment college
Is EWS reservation is applicable only for govt college?
My keam rank is 13157.i have been listed under slot number of 765 of total 2159 in EWS reservation list..is there a possibility of getting any govt college?

The order now issued says it is applicable in Govt Engineering colleges only. since this is the first time that the EWS reservation is being implemented, there is no data available to assess the chances for allotment.
I have got allotted to IISER Tirupati in the first round of allotment, which was my 2nd priority. I have been asked to pay the seat acceptance fee of ₹35,000 if I wish to continue with further procedures before 27 october. Is there a higher probability that I will get allotted to my first priority, IISER tvm, in the second round of allotment? If I don't get allotted, will there be a refund of fees? Or if I pay the fee and is not willing to accept the seat allotted in the second round, will there be a refund of this amount?

Unless the terms and conditions of the allotment are known it is not possible to give the observations regarding the refund of seat acceptance fee in case seat is allotted and not accepted later. Regarding the chances for re-allotment to higher options, it depends on various factors including the non-joining cases at the higher option institutions, So you have to participate and see the chances.
